/ February 10, 2016Nancy, it is well past time to reconstitute a Citizen Budget Board to independently evaluate the options before Council.
About a decade ago the Council formed such an entity, using folks of differing expertise, to fairly good success.
For instance, I identified about $1M in savings and several process improvements omitted by staff – a few of which were subsequently adopted. Members also identified Town assets that could be monetized to the community’s benefit – a process that we are now seeing being somewhat perverted to award favored local developers with even more community largesse.
In 2010, in spite of campaign year pledges from several winning Council candidates, Stancil and Council resisted the call for such a review board because they said they couldn’t find qualified individuals ( http://citizenwill.org/2010/02/03/chapel-hills-first-budget-meeting-of-2010/ ) – true cop-out.
This year, a time-limited board could provide a needed set of new eyes to ferret out, as before, problems with staff recommendations/analysis.
Drawing members from the University, local businesses, non-profits, former and current entrepreneurs and the community as a whole, the Council would access expertise outside of staff to suggest new avenues for relieving our residents of the fiscal burdens the last few Councils have saddled them with.
