    The signed Memo of Understanding was to give away 1.12 acres of prime land plus air rights, not 7/8 of Town Council plus $500,000, in exchange for a new fire station.

    “Value engineer”, eh? What a ship of fools Chapel Hill has for a town council. The electorate needs to “walk away” from the whole lot of them.

    Nancy – thanks for the clarification. I’ve been trying to figure out what “value engineering” is. The county throws big words like that around all the time. OY

    Value engineering is theoretically a quality improvement process–reviewing functionality to improve performance and reduce cost. It’s gotten a bad name and is often perceived more as cutting cost and features without any attention to performance.

    Value is the ratio of function to cost. Please explain value in in the context of emergency services preparedness as it compares to (for example) the renovations at Town Hall?
